ดร.ยรรยง ไทยเจริญ รองผู้จัดการใหญ่ ผู้บริหารสูงสุด Economic Intelligence Center ธนาคารไทยพาณิชย์ (จำกัด) มหาชน(อีไอซี) กล่าวว่า EIC ประเมินเศรษฐกิจโลกปี 2563 อยู่ในภาวะเศรษฐกิจถดถอยและปรับประมาณการการหดตัวลงเป็น-4.0%YOY ต่ำสุดในรอบ 90 ปี โดยการฟื้นตัวในครึ่งปีหลังจะมีลักษณะค่อยเป็นค่อยไป (U-shaped recovery) ข้อมูลในช่วงต้นไตรมาสที่ 2 ชี้ว่า เศรษฐกิจหลักหลายประเทศมีการหดตัวมากกว่าคาด สะท้อนผลกระทบจากการปิดเมืองที่เข้มงวดที่กระทบต่อกิจกรรมทางเศรษฐกิจในวงกว้างและรุนแรง ขณะที่ในช่วงครึ่งหลังของปี คาดว่าเศรษฐกิจโลกจะมีแนวโน้มฟื้นตัวจากการผ่อนคลายมาตรการควบคุมโรค และการใช้มาตรการทางการเงินและการคลังของรัฐบาลทั่วโลกเพื่อบรรเทาผลกระทบต่อเศรษฐกิจ อย่างไรก็ดี การฟื้นตัวจะมีลักษณะค่อยเป็นค่อยไป เนื่องจากอุปสงค์ภายในประเทศยังอ่อนแอ โดยการใช้จ่ายภาคครัวเรือนจะยังถูกกระทบจากอัตราการว่างงานที่สูง และความเชื่อมั่นผู้บริโภคที่อยู่ในระดับต่ำ ขณะที่การลงทุนภาคเอกชนจะถูกกดดันจากยอดขายที่ซบเซา งบดุลที่เปราะบางมากขึ้น และความไม่แน่นอนที่อยู่ในระดับสูง ซึ่งอาจนำไปสู่ความเสี่ยงในการผิดนัดชำระหนี้ของภาคครัวเรือนและภาคธุรกิจที่สูงขึ้นในหลายประเทศในระยะต่อไป

EIC ปรับประมาณการเศรษฐกิจไทยในปี 2563 หดตัวมากกว่าที่คาดจาก -5.6% เป็น –7.3% จากผลกระทบของ COVID-19 โดยเฉพาะในภาคการท่องเที่ยวและการลงทุนภาคเอกชน EIC ได้ปรับลดคาดการณ์นักท่องเที่ยวต่างชาติในปี 2563 เหลือเพียง 9.8 ล้านคน (-75.3%YOY) จากเดิมที่คาดไว้ที่ 13.1 ล้านคน ตามนโยบายปิดการเดินทางเข้าออกประเทศของไทยที่ยาวนานขึ้น (ล่าสุดขยายเวลาถึงสิ้นเดือนมิถุนายน) แนวทางการเปิดการเดินทางระหว่างประเทศของประเทศต่าง ๆ ที่มีแนวโน้มค่อยเป็นค่อยไป และเศรษฐกิจโลกที่หดตัวมากกว่าคาดซึ่งจะกระทบต่อรายได้ของนักท่องเที่ยว ขณะที่การลงทุนภาคเอกชนมีแนวโน้มหดตัวมากขึ้น ตามแนวโน้มการบริโภคและการส่งออกที่ซบเซา และความเชื่อมั่นภาคธุรกิจที่ปรับลดลงมาก สำหรับการส่งออกสินค้ามีแนวโน้มหดตัวสูงที่ -10.4% ใกล้เคียงกับที่คาดไว้จากภาวะเศรษฐกิจโลกถดถอยและมาตรการปิดเมืองของหลายประเทศทั่วโลกที่ก่อให้เกิดปัญหา supply chain disruption (ทั้งนี้มูลค่าส่งออกในภาพรวมอาจหดตัวน้อยลงเทียบกับประมาณการครั้งก่อนที่ -12.9% จากการส่งออกทองคำที่ขยายตัวสูงขึ้นมาก อย่างไรก็ดี การส่งออกทองคำไม่มีผลสุทธิต่อ GDP เนื่องจากจะถูกหักในส่วนสินค้าคงคลังด้วย) ขณะที่การบริโภคภาคเอกชนหดตัวรุนแรงโดยเฉพาะในช่วงที่มีมาตรการปิดเมือง สะท้อนจากดัชนีการบริโภค (PCI) ในเดือนเมษายนที่หดตัวไปกว่า -15.1%YOY อย่างไรก็ดี ภายหลังการผ่อนคลายมาตรการปิดเมือง เครื่องชี้เร็วสะท้อนว่า กิจกรรมทางเศรษฐกิจโดยเฉพาะการเดินทางในประเทศเริ่มมีสัญญาณฟื้นตัว แต่ก็ยังอยู่ต่ำกว่าระดับก่อนวิกฤติพอสมควร

เศรษฐกิจไทยมีแนวโน้มฟื้นตัวอย่างค่อยเป็นค่อยไป ขณะที่การฟื้นตัวของภาคธุรกิจต่าง ๆ จะมีความเร็วที่แตกต่างกัน ในภาพรวม EIC ประเมินว่า เศรษฐกิจไทยจะฟื้นตัวในลักษณะ U shape โดย GDP จะกลับไปสู่ระดับของปี 2562 ซึ่งเป็นระดับเดิมก่อนเกิด COVID-19 ได้ในปี 2565  เป็นผลจากแรงขับเคลื่อนเศรษฐกิจไทยที่ชะลอตัวและความเปราะบางทางการเงินที่สูงขึ้นของภาคครัวเรือนและภาคธุรกิจ SME ตั้งแต่ก่อนเกิด COVID-19 รวมทั้งผลกระทบที่รุนแรงของ COVID-19 ต่อหลายภาคธุรกิจที่มีความสำคัญต่อเศรษฐกิจไทย  โดยการฟื้นตัวของภาคท่องเที่ยวโดยเฉพาะในส่วนที่พึ่งพานักท่องเที่ยวต่างชาติจะเป็นไปอย่างช้า ๆ จากความกังวลของนักท่องเที่ยวตราบใดที่ยังไม่มีวัคซีนที่มีประสิทธิภาพ และข้อจำกัดด้านมาตรการควบคุมโรค ซึ่งจะทำให้ธุรกิจ

ที่เกี่ยวเนื่อง เช่น โรงแรม ร้านอาหาร นันทนาการ และการขนส่ง ได้รับผลกระทบมากและฟื้นตัวช้า ขณะที่ธุรกิจรถยนต์และธุรกิจอสังหาริมทรัพย์ (ที่อยู่อาศัย) ซึ่งเผชิญกับการหดตัวของอุปสงค์จากต่างประเทศอยู่แล้ว จะถูกซ้ำเติมจากการลดลงของยอดขายในประเทศด้วยตามการจ้างงานและรายได้ของภาคครัวเรือนที่ลดลง ความเชื่อมั่นผู้บริโภคที่อยู่ในระดับต่ำสุดเป็นประวัติการณ์ และการระมัดระวังการปล่อยสินเชื่อของสถาบันการเงิน ส่งผลให้ฟื้นตัวช้าเช่นกัน ในทางตรงกันข้าม การใช้จ่ายในหมวดสินค้าและบริการที่จำเป็นต่อชีวิตประจำวัน เช่น อาหาร เครื่องดื่ม บริการทางการแพทย์ การสื่อสาร ซึ่งจะได้รับแรงสนับสนุนเสริมจากมาตรการโอนเงินช่วยเหลือและมาตรการพักหนี้ของภาครัฐจะฟื้นตัวได้เร็วกว่า

ด้านนโยบายการเงิน คาดว่า ธปท. จะคงอัตราดอกเบี้ยที่ระดับ 0.5% ตลอดทั้งปี และพร้อมใช้เครื่องมือต่าง ๆ รวมถึงมาตรการ Unconventional เพิ่มเติมหากมีความจำเป็น  ภายใต้ภาวะเศรษฐกิจที่หดตัว อัตราเงินเฟ้อมีแนวโน้มติดลบ และความเสี่ยงด้านการผิดนัดชำระหนี้ของภาคครัวเรือนและภาคธุรกิจที่สูงขึ้น ธปท. จะให้ความสำคัญต่อการลดต้นทุนทางการเงินและการเสริมสภาพคล่องให้กับภาคเศรษฐกิจต่าง ๆ เพื่อประคับประคองฐานะทางการเงิน สนับสนุนการปรับโครงสร้างหนี้

และลดความเสี่ยงต่อเสถียรภาพระบบการเงิน หากแนวโน้มเศรษฐกิจปรับแย่ลงกว่าคาดมาก ธปท. อาจลดดอกเบี้ยนโยบายได้เพิ่มเติม แต่ด้วย policy room ด้านดอกเบี้ยนโยบายที่มีน้อยลง จะทำให้ ธปท. ต้องพึ่งพาเครื่องมืออื่น ๆ รวมถึงมาตรการ Unconventional มากขึ้น เช่น การซื้อสินทรัพย์ทางการเงินเพื่อช่วยดูแลดอกเบี้ยในตลาดให้อยู่ในระดับต่ำ การต่ออายุหรือปรับเงื่อนไขเพื่อเพิ่มประสิทธิผลของมาตรการความช่วยเหลือที่ได้ออกมาก่อนหน้า การลดค่าธรรมเนียม FIDF เพิ่มเติม เป็นต้น

ในส่วนของค่าเงินบาท EIC คาดอัตราแลกเปลี่ยนบาทต่อดอลลาร์สหรัฐ ณ สิ้นปี 2563 จะอยู่ในช่วง 31.5-32.5 บาทต่อดอลลาร์สหรัฐ ซึ่งเป็นทิศทางอ่อนค่า เนื่องจากไทยจะเกินดุลบัญชีเดินสะพัดลดลงมาก จากดุลบริการที่หายไปตามจำนวนนักท่องเที่ยวที่หดตัวในระดับสูง ประกอบกับแนวโน้มที่เศรษฐกิจไทยจะฟื้นตัวอย่างช้า ๆ ตามภาคการท่องเที่ยวและอุปสงค์ในประเทศ จะเป็นปัจจัยกดดันค่าเงินบาทในระยะข้างหน้า อย่างไรก็ดี เงินบาทจะไม่อ่อนค่ามากนัก เนื่องจากเงินดอลลาร์สหรัฐจะไม่โน้มแข็งมากเหมือนในช่วงต้นไตรมาสที่ 2 ที่เกิดภาวะตื่นตระหนกในตลาดการเงินโลก เนื่องจากในปัจจุบันหลายประเทศสามารถควบคุมการแพร่ระบาด COVID ได้ดีและเริ่มทยอยเปิดเมืองทำให้ความกังวลของนักลงทุนต่อความเสี่ยงในตลาดการเงินลดลง นอกจากนั้น เงินทุนเคลื่อนย้ายที่ไหลออกจากตลาดการเงินไทยค่อนข้างมากในช่วงที่ผ่านมา ทำให้การไหลออกของเงินทุนในปริมาณมากในระยะต่อไปมีโอกาสน้อยลง

สำหรับความเสี่ยงในระยะข้างหน้าที่สำคัญ คือ โอกาสในการกลับมาระบาดอย่างรุนแรงของ COVID-19 ซึ่งอาจทำให้ภาวะเศรษฐกิจของประเทศทั่วโลกต้องหยุดชะงักอีกครั้ง นอกจากนี้ สงครามการค้าโลก ที่อาจรุนแรงขึ้นและกระทบต่อปริมาณการค้าระหว่างประเทศ โดยเฉพาะจากความขัดแย้งด้านการค้าระหว่างสหรัฐฯ กับจีน และยุโรป ขณะที่ความเสี่ยงด้านเครดิตที่อาจเพิ่มขึ้นทั้งในระดับประเทศและระดับธุรกิจที่มีภาระหนี้ต่อรายได้สูงขึ้นมาก อาจกระทบต่อความเชื่อมั่นของนักลงทุน นำไปสู่ความผันผวนของตลาดการเงินโลกได้ และสุดท้ายคือความเสี่ยงในประเทศด้านความเปราะบางทางการเงินของทั้งภาคครัวเรือนและภาคธุรกิจของไทยที่อาจทำให้เกิดการผิดนัดชำระหนี้เพิ่มขึ้นได้ ซึ่งอาจส่งผลต่อเสถียรภาพภาคการเงิน รวมถึงความสามารถในการฟื้นตัวของเศรษฐกิจไทยโดยรวมในระยะต่อไป

EIC revises down Thailand’s 2020 economic growth forecast to

-7.3%YOY from the previous projection of -5.6% due to a larger-than-expected COVID-19 impacts and expects a gradual recovery in 2H20.

EIC expects the global economy in 2020F to fall into a very deep economic recession and thus revises down the global economic growth forecast to shrink by -4.0%YOY, marking the deepest contraction in 90 years. Going forward, a slow U-shaped recovery is expected during the second half of the year.  Economic figures during early Q2/2020 pointed to a bleaker-than-expected growth in various key economies, as strict lockdowns severely affected a broad range of economic activities. Looking forward, over the second half of 2020, global economic conditions should gradually improve from easing lockdown measures and massive supports from the monetary and fiscal measures announced by governments in various countries. The recovery, though, will be gradual due to persistently weak domestic demand. The high unemployment rates together with weak consumer confidence will likely continue to suppress household spending. Similarly, private investment should remain subdued following sluggish sales as well as growing balance sheet vulnerabilities and lingering uncertainties. Going forward, such factors could elevate default risks both in the household and business sectors in various countries.

EIC revises down 2020 Thai economic growth forecast from -5.6% to -7.3% following the larger-than-expected COVID-19 impacts, which severely hampered tourism and private investment. EIC cuts 2020F foreign tourist arrivals forecast to 9.8 million persons (-75.3%YOY) from the previous forecast of 13.1 million persons. Notable events that prompted the downward revision included, the prolonged travel ban in Thailand (with a recent extension until the end of June), the slow and gradual international travel ban lifts in various countries, and a worse-than-expected global economic outlook with repercussions on tourist’s income. Similarly, private investment should see higher contractions following sluggish consumption and exports, in addition to drastically lower business sector confidence. Merchandise export growth could drop by as deep as -10.4%, a rate similar to the previous projection, as the recession-ridden global economy and the national lockdowns, continued to stir supply chain disruptions. (In comparison to the previous projection of -12.9%, the headline export growth could decline by a lower rate due to a spike in gold exports – such exports have no net-impact on GDP). The private consumption growth in 2020 is likely to shrink significantly resulting from falling income and strict lockdown measures over the first half of second quarter. In April, the Private Consumption Index (PCI) reading weakened by -15.1%YOY. As lockdown measures were somewhat loosened, high-frequency data pointed to signals of recovery from the bottom, especially for domestic travel, though their levels remained considerably lower than pre-COVID-19 levels.

The Thai economic recovery in 2H20F is expected to be gradual and uneven across sectors. EIC foresees a U-shaped recovery. Thailand’s GDP should return to the same level as 2019, or at the point before the COVID-19 outbreak, by 2022. Lagging economic drivers, increasing household and SME financial vulnerabilities occurred since pre-COVID-19, as well as the COVID-19 pandemic that severely battered several key industries in Thailand, should be the major contributors that ailed the recovery. With regards to tourism, the recovery, especially for sub-sectors with high reliance on foreign tourists, will be slow. Industries that were hit hard by COVID-19, such as hotels, restaurants, entertainment, and logistics should see slow improvement as growth will still be limited by travel concerns, which will persist as long as no effective vaccine is available, in addition to virus curbing measures. Similarly, the weak foreign demand in the automotive and real estate (residential) sectors, and the additional drop in demand following weak domestic sales, low employment, wane household income, historic-low consumer confidence, and prudence loan approval among financial institutions will further aggravate and delay the sectors’ recovery. Despite such aforementioned growth stalls, non-discretionary sectors, such as food, beverages, medical services, and telecommunications will lead the recovery from the support of the government’s money transfer and debt holiday scheme.

Regarding monetary policies, EIC expects the MPC to keep its policy rate at 0.5% throughout the remainder of 2020 and should stand ready to use additional tools, including unconventional policies if necessary. Given the sluggish economy, the potential deflation, as well as the increasing risks of defaults by households and businesses, BOT could exercise measures that reduce financial costs and improve liquidity of troubled economic sectors to sustain positive balance sheets, expedite debt restructuring, and reduce risks threatening financial stability. If economic growth falters from the plan, BOT could cut the policy rate further. However, given the limited policy room for interest rate cuts, BOT will likely need to increasingly rely on additional tools, including unconventional policies, such as bond purchase programs to maintain low market interest rate, renewing or adjusting existing measures to maximize their effectiveness, and a further cut in FIDF fee. As for the baht, EIC anticipates that the 2020 year-end exchange rate will stand within the range of 31.5-32.5 baht per US dollar. Such depreciation should occur as Thailand’s current account surplus is likely to shrink considerably following the drop in the service account from falling tourist arrivals. Furthermore, massive monetary and fiscal easing measures implemented in various countries along with gradual lockdown lifts will likely slow US dollar appreciation. As such, the US dollar will not strengthen by as much as during late Q1/2020 when there was a dash for cash in global financial markets. Nevertheless, capital outflows from Thailand’s financial market should decelerate in the coming periods after significant drawdowns, thereby limiting baht depreciation.

Going forward, key risks include the second wave of COVID-19 pandemic, which could stir a sudden stop in economic activities once again. Growing global trade war conflicts, especially between the US, China, and Europe could significantly further impact international trade flows. Fears of higher credit risks and the higher debt-to-income ratio at the country- and firm-level could lower investor confidence and lead to fluctuating global financial market conditions. Meanwhile, the increasing financial vulnerabilities in the domestic market both in the household and business sectors could lead to growing NPLs, which could impact the financial sector stability and the economy’s ability to recover in the coming periods.
