Matt Mead s supplemental budget. On Wednesday, we discussed the proposed increase in fuels taxes. On Friday, we ll review his suggestion on rainy-day funds.Gov. Matt Mead has made the right decision to go slow on deciding whether to expand the federal government s health-care program for low-income residents in Wyoming.Too many questions remain unanswered, including whether the Medicaid expansion will end up costing the state more than it can afford. Without a firm estimate, it would be irresponsible just to jump in.And it makes good sense, as Mr. Mead said, to discuss the matter with lawmakers. After all, they are the ones who will make the final decision. To support going ahead with expansion at this juncture only will allow political opposition to gel in advance of the January general session.That will be the governor s main challenge: to keep legislators focused on the state s general welfare, rather than to reject the expansion simply because it comes from Democratic President Barack Obama. Many conservative members will have their minds made up; it will be up to Mr. Mead to get a majority of the rest to at least weigh the pros and cons.As he said last week: We shouldn t be deciding this on politics. We should clearly be deciding this on what is best for … Wyoming s citizens. So far, indications are that the state should get into this program. Initial estimates by former insiders at the state Department of Health say the offsets the savings from moving low-income residents out of current programs and onto Medicaid will outweigh the costs to the state.Even the head of the state health agency, Tom Forslund, says these offsets actually could end up saving the state money. (It is estimated that the expansion will cost Wyoming 58.5 million over seven years without accounting for those savings.)But even if an estimate of 90 million over 10 years from the Kaiser Family Foundation ends up being right, that is hardly expensive.
