Will US Secretary of State John Kerry's visit to Moscow produce concrete results in future counterterrorism cooperation? Many pressing issues, such as Syria, are on the agenda but the terrorist attack in Kerry's home state makes deeper cooperation an urgent matter. However, more needs to be done today not only in the Caucasus but also in Central Asia. The murderous Boston bombings by two ethnic Chechens highlight the dangerous situation in the Caucasus caused by extremist Islam. Their links to Central Asia underscore the wider problem.During the Clinton administration in the 1990s, Washington played the human rights card against Russia with respect to Chechnya. This interference in the internal affairs of Russia was unnecessary and blatant.Pointed remarks from then secretary of state Madeleine Albright frequently needled Russia on its Chechen policy when Moscow justifiably worked to suppress separatism and rising Islamic extremism. In 2000, at the UN, Albright denounced Russia's Chechnya policy as if Russia was at fault and the Islamic terrorists were innocent.Chechen separatism was seemingly endorsed by Washington and London as both gave asylum to exiled Chechen separatist leaders. Their goal was not a separate state for Chechnya, but a separate Islamic "emirate" of the overall Caucasus. How did Islamic extremism come to the Caucasus in the first place? While the Afghan war involving the Soviet Union is well known, few know that there was another secret front against Moscow: the Caucasus.The Carter administration, with Zbigniew Brzezinski as national security advisor, took a decision in early 1979 to assist Islamic forces opposed to the Soviets. Parallel to the Afghan front, penetration of the Caucasus started by extremist Islamic forces linked to the Wahhabi ideology of Saudi Arabia. Groups of extremist Muslim preachers entered Chechnya and Dagestan, opening the way for Saudi penetration of the region during the coming decades. As Wahhabism gained a foothold in Chechnya, and in next door Dagestan, the moderate traditional village Sufi leadership groups came under pressure.Today,chanelbagstruerain.com, the region is sharply divided between followers of traditional Sufism and followers of extremist Wahhabism and salafi ideology.It is no surprise that the two ethnic Chechen terrorists responsible for the Boston attacks were found to support Chechen separatism and extremist Islamic jihadi terrorism.
