Matt Mead will have to deal with as he tries to move money away from permanent savings and into the rainy-day fund.Still, we wish the governor well. We disagree with his desire simply to save the money it should be invested to build Wyoming forward. But continuing to dump millions into the Permanent Mineral Trust Fund is not the way for Wyoming to go.Consider just one of the falsehoods that have grown up around the PMTF.State Rep. The co-chairman of the Joint Appropriations Committee compared the PMTF to a 401(k) plan and said the money in the fund could be important should the state s minerals industry collapse.But that not a true description of how the PMTF works. Mr. Harshman (and other lawmakers who use this bogus comparison) is either ignorant of how financial plans function or he is trying to sell the voters a phony bill of goods.It is true that the investments of PMTF money spin off interest income for the state, and that has been helpful in keeping the budget in shape during the recession. That is not unlike a 401(k).But the problem is,louboutin shoes outlet, once the millions (the principal or corpus) go into the PMTF, they can never be accessed, barring a constitutional amendment.On the other hand, a 401(k) allows investors to get back both their interest and their principal. It could not be used to fill any budget gaps or ease a financial downturn.In other words, the PMTF is not like a 401(k); it is a lockbox, keeping billions out of reach of the people of this state. But they also could be used to start new road projects that would bolster the state s competitiveness. And then there is the governor s vision for broadband access statewide. It is time to get serious about that by putting some money behind it.If Mr. Mead truly wants to divert these funds, he is going to have to fight harder than he did for a similar proposal two years ago.
