The small scale of the Philippines should not be an excuse to be deliberately provocative. Any country, big or small, can win respect from other countries as long it strictly obeys rules of the international community. Manila has tried to form a clique within ASEAN, and to drag external powers like the US into the South China Sea, so as to formulate rules that benefit itself. This completely goes against the spirit of the DOC, and is set to cause antipathy from most ASEAN countries. China is a newcomer in the international arena. However, the reason that China could come to the international arena and gradually walk to its center is that China follows the rules. China never thinks about overturning any international norms.
