สมาคมธนาคารไทยจัดงานการจัดตั้งกลุ่มความร่วมมือสถาบันการเงินภายใต้ชื่อ ศูนย์ประสานงานการรักษาความมั่นคงปลอดภัยเทคโนโลยีสารสนเทศภาคการธนาคาร หรือ Thailand Banking Sector CERT (TB-CERT) โดยมีวัตถุประสงค์เพื่อเสริมสร้างให้ภาคสถาบันการเงินยกระดับความร่วมมือในการดูแลความมั่นคงปลอดภัยระบบเทคโนโลยีสารสนเทศและเตรียมความพร้อมรับมือกับภัยคุกคามไซเบอร์ให้สอดรับกับการนำเทคโนโลยีมาใช้ในการให้บริการทางการเงินอย่างกว้างขวาง

ธนาคารสมาชิก 15 แห่งร่วมมือกันจัดตั้ง TB-CERT ซึ่งได้รับการสนับสนุนจากสำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์ (องค์การมหาชน) หรือ สพธอ. ที่ให้ความสำคัญกับธุรกิจการเงินซึ่งเป็นโครงสร้างพื้นฐานสำคัญของประเทศ และการส่งเสริมจากธนาคารแห่งประเทศไทยอย่างต่อเนื่อง เพื่อให้การจัดตั้ง TB-CERT เกิดขึ้นอย่างเป็นรูปธรรมและมีผลในทางปฏิบัติ อันจะช่วยเสริมสร้างให้ภาคธุรกิจการเงินมีเสถียรภาพและส่งผลต่อเนื่องไปยังความมั่นคงปลอดภัยในระดับประเทศด้วย

ในโอกาสนี้นายวิรไท สันติประภพ ผู้ว่าการธนาคารแห่งประเทศไทย นางสุรางคณา วายุภาพผู้อำนวยการสำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์ (องค์การมหาชน) นายปรีดี ดาวฉาย ประธานสมาคมธนาคารไทย และนายกิตติ โฆษะวิสุทธิ์ ประธาน TB-CERT รวมทั้ง CEO และผู้บริหารระดับสูงธนาคารสมาชิกได้ร่วมเปิดการจัดตั้ง TB-CERT อย่างเป็นทางการ

การดำเนินการของ TB-CERT ครอบคลุมใน 4 มิติ ได้แก่ 1) เป็นศูนย์กลางในการแลกเปลี่ยนข้อมูล ทั้งภัยคุกคามทางด้านไซเบอร์และแนวทางการแก้ไขตามแนวทางสากล 2) สร้างมาตรฐานกลางด้านความมั่นคงปลอดภัยของการใช้เทคโนโลยีใหม่ เช่น Cloud computing หรือ Biometric 3) กำหนดกระบวนการในการรับมือภัยไซเบอร์ในภาคการธนาคาร และจัดให้มีการซ้อมรับมือร่วมกันสม่ำเสมอ และ 4) ส่งเสริมการพัฒนาบุคลากรด้าน Cybersecurity โดยครอบคลุมทั้งการสร้างบุคลากรใหม่เข้าสู่ภาคการเงิน และพัฒนาบุคลากรของสถาบันการเงินให้มีความรู้ความเข้าใจ และสร้างความตระหนักด้านความมั่นคงปลอดภัยไซเบอร์ ซึ่งจะมีการดำเนินการต่อไปเพื่อยกระดับความพร้อมของสถาบันการเงินไทยให้เทียบเท่ามาตรฐานสากล

Launches Thailand Banking Sector Computer Emergency Response Team (TB-CERT)

The Thai Bankers’ Association (TBA) announces the establishment of a collaborative group of financial institutions under the name “Thailand Banking Sector Computer Emergency Response Team” (TB-CERT), with the aim of strengthening cooperation within the financial institution sector to ensure stability and security of IT systems and be prepared for cyber threats in response to the proliferation of technologies in financial services.

TB-CERT was initiated by 15 TBA member banks and sponsored by the Electronic Transactions Development Agency (Public Organization) or ETDA which places its emphasis on financial business - one of the nation’s major infrastructures. With continual support from the Bank of Thailand, TB-CERT has thus been implemented to promote the stability of the Thai financial sector, which will be conducive to national security.

On this occasion, Mr. Veerathai Santipraphob, Governor of the Bank of Thailand, Mrs. Surangkana Wayuparb, Executive Director of ETDA, Mr. Predee Daochai, Chairman of the Thai Bankers’ Association, and Mr. Kitti Kosavisutte, Chairman of TB-CERT Committee, together with executives from member banks, participated in the official launch of TB-CERT.

TB-CERT operations will cover four aspects: 1) to serve as a center for the exchange of information, including details of cyber threats and remedy guidelines in accordance with international standards; 2) to establish a central standard of cyber security for applications of new technologies such as cloud computing or biometrics; 3) to establish procedures to deal with cyber threats in the commercial banking sector and regularly arrange for collaborative drills; and 4) to support personnel development in the area of cyber security by recruiting new talent to the financial sector and equipping the financial institutions’ human resources with knowledge and understanding, instilling them with an awareness of cyber security. These efforts will be executed to ensure that preparedness of Thai financial institutions is in line with internationally recognized standards.
