The Fairbanks North Star Borough first began thinking about implementing an import substitution program in 2009. Spurred by successful programs in Seattle, Phoenix,

Chanel Outlet, Boise and a slew of other communities across the country, the borough began looking for an economic underpinning to serve as the bones of the program. Around this same time, the Fairbanks Economic Development Corp. was engaging in its first economic modeling of the entire borough.
